Under the direction of the Chief of Human Resources and Deputy Chief of Human Resources, provides oversight and management of all leaves of absence (LOA) for union and non-union employees. Focus is to create and sustain consistency in Human Resources (HR) compliance and policies while providing coaching and effective leadership and development of HR staff and Cook County Health & Hospitals System (CCHHS) supervisors. Responsible for working with Labor Relations, other Cook County Departments to draft policies, guidelines, correspondence, forms, develop processes and to provide training and education to CCHHS employees, managers/supervisors and HR team members.
Provides oversight and direction to the CCHHS Leave Coordinator. Reviews Family Medical Leave Act (FMLA) paperwork to ensure requests; meet legal requirements, proper documentation is complete and ensuring employees receives the correct compensation while out on leave. Ensures compliance with federal/state laws, Cook County Ordinances, collective bargaining agreements (CBA) and CCHHS policies. Serves as the liaison between the Department of Risk Management and the Cook County Pension Board. Provides oversight of the full life cycle of employee LOA’s. Audits employee files and payroll records to ensure proper administration of leave policy by CCHHS staff.
