The combined MTA Bus Operations (New York City Transit Department of Buses, MaBSTOA and MTA Bus Company) is the largest mass transit bus agency in North America and one of the five largest in the world. With over 18,000 employees, we operate 6,000 buses that carry 2.75 million people each day throughout the five boroughs of New York City. The operation is comprised of 28 depots (where buses are housed and maintained when not in service). We operate one of the largest alternative fuel programs in the nation with over 2400 buses (1600 Hybrids and 800 Clean Natural Gas (CNG) powered buses).
The NYC Transit Department of Buses is seeking a Director, Employee Availability to coordinate the development, implementation, and management of the Department of Buses’ Employee Availability program initiatives for the purpose of improving attendance, reducing unscheduled absences, and increasing Buses effectiveness in the delivery of daily services.
This key position will formulate and recommend policy to support all divisions in meeting the availability goals set by the Authority’s President. This will be achieved by working effectively with operations partners and other team members to identify, review, and assess business risks, weaknesses and opportunities, costs and benefits, strategies, strengths, and challenges, to assist in the development of availability improvement-focused initiatives.
The Director will serve as a trusted adviser for management and as the primary management liaison with all operating departments, staff support groups, represented labor, and other external stakeholders in formulating new processes, policies and procedures, and/or strengthening existing ones. In addition, the Director will serve as the Department of Buses’ FMLA Project Manager and lead the implementation of the FMLA-related outsourcing initiatives, including ensuring contract compliance. The Director will be responsible for communicating policy to managers within Buses and serving as spokesperson for all availability issues.
Additional responsibilities include, but are not limited to the following:
- Analysis & Reporting: Provide analytical support of performing/managing a broad range of complex, quantitative/qualitative functions; manage and review the preparation of monthly availability program update reports for timely submittal to various stakeholders.
- Problem Solving & Critical Thinking: Build relevant assumptions, based on historical data, forecasts, industry and economic factors, key performance indicators and other significant or relevant drivers. Participate, oversee, and manage a broad range of analyses and projects, including but not limited to employee availability, FMLA outsourcing, and other special projects and analyses as needed.
- Syndication & Strategic Partnership: Drive top down strategic initiatives and assist as partner and advisor in the development of operations projects, by acting as a liaison with depots, functional partners, external parties and senior management.
Education and Experience
A Baccalaureate degree from an accredited college in Public Administration, Labor Relations, Financial Management, or a closely related field and five (5) years of satisfactory full-time related, professional experience, and at least three (3) years of which must have been in a managerial/ supervisory/administrative capacity; or
A satisfactory equivalent of combined education and experience requirements.
A driver's license valid in the State of New York is required for this position, and must be maintained for the duration of employment. The selected candidate will be required to drive to and from assigned work locations.

Desired Skills - Strong knowledge of labor contracts, terms and conditions of employment, and regulatory laws that affect employment in a unionized environment. - Public transportation industry experience, strongly preferred. - Possess ability to implement executive policies and procedures, and formulate plans of a labor relations and administrative nature. - Strong analytical skills.
