Fairfax County's Department of Human Resources seeks an experienced Senior Compensation and Workforce Analyst (Human Resources Analyst III) to provide lead analytical expertise related to the design, administration and maintenance of the classification and compensation program. The select candidate will be responsible for conducting position reviews and analysis in accordance with the county's classification and compensation plan; participate in and/or conduct institutional, regional, and national salary surveys. Additional duties include, but are not limited to:
Serves as subject matter expert in the areas of classification, compensation, and workforce planning;
Works directly with the public safety (police, sheriff, fire/rescue, animal sheltering, and public safety communications) agencies for Fairfax County Government;
Advises and counsels managerial-level staff in preparation of class specifications and position descriptions;
Gives guidance and consultation in the process development of new classification and compensation policies and procedures;
Leads county-wide compensation reviews and studies;
Assesses external market competitiveness as it relates to the county's current salary grade pay levels;
Proposes and/or makes recommendations to the civision director (chief) of Compensation and Workforce Analysis and county senior leadership to resolve compensation issues;
Provides technical expertise and assistance in reviewing, editing and presenting the Classification and Compensation Plan;
Gathers market indexes (CPI, ECI, and Federal Wage Adjustment) to calculate Market Rate Adjustment (MRA) rate;
Serves as the compensation team lead with supervisory authority for the unit.
MINIMUM REQUIREMENTS: Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in personnel administration, public administration or a related field, plus four years of professional-level human resources experience.
CERTIFICATES AND LICENSES REQUIRED:
Five years of specialized compensation experience;
Experience working with classification within a merit based system;
Extensive experience conducting salary surveys, analyzing results and making sound recommendations based on collected research data;
Experience working with senior-level management and making compensation presentations/recommendations;
Certified Compensation Professional (CCP) Designation.
NECESSARY SPECIAL REQUIREMENTS: The appointee to the position must satisfactorily complete a criminal background check to the satisfaction of the employer.
