Under limited supervision of the Human Resources Manager, serves as Benefits and HRIS Administrator for active employees and retirees. Responds to complex benefit questions and researches plan design alternatives. Ensures the integrity of HRIS master data and validity of functionality of business rules and workflow.
Oversees and administers all benefit plans for active and disabled employees, retirees and survivor annuitants.
Provides individual employee retirement eligibility counseling and pension calculations.
Monitors deferred annuitants and disabled employees for future retirement benefit eligibility communication and forms.
Revises plan documents/SPDs. Writes communications regarding benefit plan changes and open enrollment.
Resolves health claim issues with third party administrator.
Notifies beneficiaries and processes death benefits for life insurance and pension recalculations/survivor annuities.
Monitors and ensures timely changes to retiree pensions to include end of supplemental annuities, non-taxable pension payments and Medicare eligibility health plan transitions and enrollments.
Monitors changes to compliance with all federal/state benefit regulations and required notices.
Develops RFPs/scopes of work for benefit plans and benefit consultants; reviews and analyzes submitted proposals.
Reviews all HRIS master data changes for quality control.
Approves bi-weekly payroll deductions, leave payouts, etc.
Builds organizational structures and positions in HRIS for new org units and reorganizations.
Creates and/or approves functional specifications for changes to the HRIS. Coordinates and participates in testing change requests, upgrades and support packs to HRIS.
Processes year-end actions and ensures regulatory data reporting in coordination with Finance staff.
Completes data collection and reporting for KPIs, actuarial valuation, OPEB and ad hoc reports for senior staff/executive management.
Completes required federal/state reporting and responds to other jurisdictional surveys.
Provides data and meets/discusses policies and procedures with external audit for annual audits.
Performs other duties as assigned or required.
