The Benefits Manager is responsible for the strategic design, implementation, communication, and management of health/welfare and retirement plans and programs to include: medical, dental, FSA, life, disability, 403(b), and other voluntary benefits offered to employees. This role is also responsible for ensuring compliance with ERISA, DOL, IRS, ACA, and other regulatory agencies; overseeing the annual benefits enrollment process; and maintaining vendor relationships. Finally, the Benefits Manager provides leadership and management to benefits team members.
Benefits Design & Administration
Manages the design, implementation, and maintenance of health/welfare, retirement, and wellness plans and programs while ensuring consistency with best practices and organizational policies, standards, and procedures. Assists in the development of strategic total rewards plans, goals, and objectives.
Leads benefits team members in conducting research and analysis, developing solutions, planning, implementing, and resolving operational issues.
Provides technical expertise and project management for operational projects to include (but not limited to): annual open enrollment, benefits vendor changes, and significant benefits technology changes.
Develops and implements total rewards communications and training initiatives for all levels of the organization.
Interprets and explains Benefits policies, procedures, and rules to team leaders and team members and ensures legal compliance with applicable federal, state, and local regulations.
Participates in leadership activities for the Human Resources division, contributing to the achievement of goals and objectives. Defines and maintains internal processes for function. Serves as a champion of CHCO culture, influencing culture change to support HR and Benefits objectives.
Establishes and implements customer service standards for functional area; resolves operational and customer service issues, makes decisions that are inclusive of multiple perspectives and solves underlying problems.
Develops and maintains strong working relationships with internal and external partners, to include: HR leadership team, Finance leadership team, CHCO executive leadership team, vendors, outsourced administrators, and insurance providers.
Human Resources & Financial Management
Ensures benefits team members and financial resources are utilized appropriately and shifts resources based on business needs within budget restraints.
Establishes performance metrics for benefits team members. Assists team members in achieving performance standards and identifies opportunities for continuous growth.
Selects, trains, develops, and evaluates team members. Makes decisions on hiring, terminations, promotions, and disciplinary actions as required.
Participates in the development of budget recommendations for operating expenditures.
KNOWLEDGE, SKILLS & ABILITIES
Knowledge of federal and state regulations that govern benefit plans and leave management to include ERISA, ACA, IRS, FMLA, and ADAAA.
Ability to manage large scale projects to include annual open enrollment, benefits vendor changes, and significant benefits technology changes.
Ability to research benefits plan documents, summary plan descriptions, and insurance certificates to identify answers and solutions to employee inquiries.
Ability to deliver benefits presentations to employee groups, including executives.
Knowledge of Microsoft Office to include Word and Excel.
Knowledge of Kronos and PeopleSoft HRIS is preferred.
Education: Bachelor’s degree is required.
Experience: Minimum of five (5) years of experience in benefits administration and vendor management is required. Minimum of three (3) years of supervisory or management experience over two or more human resources professionals is highly desired.
Equivalency: Nine (9) years of experience in benefits administration and vendor management may be considered in lieu of minimum education/experience requirements.
Certifications: Professional of Human Resources (PHR) certification, Certified Employee Benefits Specialist (CEBS) certification or Certified Benefits Professional (CBP) certification is preferred.
