The Classification and Compensation Manager is a brand new position that was created to oversee the development, implementation, and administration of the County’s new classification and compensation system; a critical strategic priority for the Board of Supervisors and the County Administrator. Serving as a trusted advisor to the Director of Human Resources and a credible subject-matter expert to County leadership, the Classification and Compensation Manager will support the County’s goal of delivering market competitive pay for all County positions; provide data-driven advice and guidance on the County’s classification and compensation strategy, the overall structure of the classification and compensation plan, and the policies and procedures governing the plan; and ensure the County’s compliance with all classification and compensation related employment laws and regulations.
The Classification and Compensation Manager will be responsible for building and developing a high-performing Classification and Compensation team and will provide leadership and management oversight for the team. Day to day responsibilities include: oversee the classification of all jobs for 32 County departments and agencies; develop comprehensive job descriptions; oversee the administration and maintenance of the County’s pay-plans, including an open-range plan and a grade and step plan; conduct salary surveys and market analyses; model the impact of proposed changes to the pay-plan; analyze data; draft reports; provide recommendations on salary offers, annual salary increases, cost-of-living adjustments, and market rate adjustments; draft updates to applicable County policies and procedures; conduct periodic audits to identify pay inequities and position misclassifications; draft compensation related Board items and internal communications; ensure legal compliance with applicable federal and state laws and regulations such as the Fair Labor Standards Act, Equal Pay Act, and Lilly Ledbetter Fair Pay Act; and deliver training and presentations on the County’s classification and compensation program.
The Classification and Compensation manager will collaborate with a number of internal stakeholders as needed to accomplish the goals of the program, to include but not limited to: Workforce Planning, Employee Relations, Human Resources Information Systems, Employee Benefits, the Department of Budget and Management, and the Department of Finance and Procurement.

Any combination of education and experience equivalent to a Bachelor’s Degree and six (6) years of directly related Human Resources experience required. Master’s Degree and local government experience preferred. PHR, SPHR, SHRM-CP, or SHRM-SCP preferred. Certified Compensation Professional (CCP) highly preferred.
Thorough knowledge of the theories, principles and practices of classification and compensation management and administration. Strong project management, data analysis, oral and written communication, policy development, problem solving, decision making, and leadership skills.
This position is an FLSA Exempt position and may be required to work beyond the normal workweek. Some travel may be required.
