Background: The Human Resources Department (HRD) is responsible for the administration and development of human resources at the IDB Group. It also oversees the implementation of the Human Capital Strategy, building and implementing programs and methodologies in direct support of our results-based business model, and focusing on the development of the Bank’s talent and technical skills capacity.
The Human Resources Department is currently looking for an experienced, technical professional to join the Employee Well-being and Medical Benefits Team, reporting to the Team Leader. This Team is part of the Compensation, Benefits and HR Services Division.
The team: The Employee Well-being and Medical Benefits Team is responsible for the functioning of the self-funded medical benefit and life insurance programs at the Bank. The medical plan has over 10,000 members and dependents in the United States, the Latin American and Caribbean region and in other locations across the globe. The Team also manages the wellness programs for the IDB Group and the Health Service Center at Headquarters.
What you will do:
Oversee ongoing management of the medical benefits program with an emphasis on the effective administration of the contracts of key third-party administrators and additional third-party contracted services, ensuring that third-party administrator contractual performance guarantee metrics are monitored, that regular reporting procedures are executed, and that documented and third-party administrator claims adjudication systems accurately reflect the IDB Group benefits.
Lead the design and implementation of activities that will ensure an effective medical and insurance programs’ administration, proposing innovative solutions based on business objectives, members satisfaction and market best practices.
Assess utilization, financial, member satisfaction and other data pertinent to the medical programs to illuminate both historical and current functioning and health of the plan and develop trending scenarios to identify opportunities and guide decision-making in the short to medium term. Utilize internal and external vendor claims and financial data to develop meaningful management reporting, trend analysis and address emerging issues.
Organize and lead the development and update of communications issued by the Employee Well-being and Medical Benefits Team, including periodic review and update of Medical Benefits program handbooks to ensure the existence of clear and unambiguous documentation. When necessary, provide clarification of the IDB Group medical benefits coverage to third-party administrators and to program members in collaboration with the Team Leader.
Administer the IDB Group Basic and Voluntary Life, and Basic and Voluntary Accidental Death & Dismemberment Insurance Policies, utilizing a thorough understanding of the terms, conditions, and requirements of each policy to assist members in understanding coverage, purchasing of additional personal and family coverage, and in handling claims.
Participate in the management of long-term disability cases and act as a liaison with third-party services providers for determination of eligibility. Coordinate any necessary documentation and follow up with all parties that may be required from the Employee Well-being and Medical Benefits Team and other relevant instances of the Legal and Human Resources Departments.
As required, provide technical support as part of competitive procurement processes when the IDB Group solicits proposals and selects administrators for the medical and life insurance programs.
Guide, coach and mentor junior staff to develop technical expertise.
What you will need:
• Education: Master’s degree or equivalent level advanced degree in human resources management, business administration, economics, statistics, accounting, actuarial studies, organizational development, or other relevant fields.
• Experience: At least 8 years of progressive work experience relevant to the duties and competencies of the position, including experience with self-funded insurance plans, grandfathered plans with regard to the Affordable Care Act (ACA), plans covering large numbers of expatriate populations, particularly in Latin America and the Caribbean, as well as experience working with major third-party medical and pharmacy benefit program administrators. Actuarial experience is a plus.
• Languages: Oral and written proficiency in English and Spanish required; knowledge of Portuguese and/or French is a plus.
