As the Benefits Administration Manager, you will be responsible for managing all operational aspects of employee benefits programs for more than 10,000 Maricopa County employees and their dependents so they can access and enjoy effective and affordable health care and other benefits.

Bachelor’s degree in Human Resources Management, Business Administration, or closely related field
Five (5) years of experience in an operational management role focusing on the development/administration of employee benefit systems
Three (3) years of supervisory experience
Our Preferred Candidate has
Ten (10) years of experience managing benefits, including operating a self-funded trust and implementing enrollment technology
Certification(s) as a Human Resources or Benefits Professional:
Another similar professional organization

Implements and maintains enrollment technologies and maintains the integrity of benefits enrollment processes and data
Serves as Plan Administrator for the Maricopa County Employee Benefits Plan and administers benefits by following plan and trust documents, contracts, and state and federal rules that apply to benefits programs
Collaboratively develops, plans, and manages ongoing communications with employees and leadership to increase awareness and engagement in benefits and wellness programs
Manages customer service staff and ensures appropriate and superior customer service related to employee benefits and wellness
Monitors and analyzes market trends and uses them to develop, implement and evaluate strategies and initiatives to control health care costs and improve satisfaction for Maricopa County and employees, including programs to improve the well-being of employees and covered dependents
Hires, manages, coaches, develops, and rewards assigned staff
Ensures employee health data is protected according to state and federal laws; serves as HIPAA Privacy Official for the Maricopa County Employee Benefits Plan
Ensures departmental regulatory compliance and monitors changes in federal and state laws that relate to the benefit programs
Develops and maintains plan descriptions and documents for all self-insured plans, and updates and maintains Cafeteria Plan Documents required by IRC Section 125. Reviews and maintains insured plan documents
Develops comprehensive and complex statements of work, routing sheets, change orders, and other documents as part of the contracting process that is reflective of business needs and in agreement with procurement requirements for certain benefits as needed. Participates in the evaluation of submissions, the recommendation of awards, and review of contracts
