Under the direction of the Assistant Director and guidance of HR Principals, the Benefits Program Manager is expected to manage MTC employee, MTC retiree, and ABAG (Association of Bay Area Governments) retiree benefit program operations and administration. This includes acting as lead for ongoing tasks related to the insurance brokers, program provider contracting and relationship management assistance in plan design, design and execution of engagement and training events, oversight of all enrollment activity and administration, responsibility for all billing reconciliation, proactive and timely customer response, and special circumstance troubleshooting. The Benefits Program Manager may perform other job related duties as needed or assigned.
We are looking for an experienced benefits program manager who can utilize their own knowledge and expertise to interpret departmental and agency objectives, policies and directives to oversee the execution of program daily, monthly, and annual activities, as well as participate in short- and mid-range program oversight. The role will manage the direction of self, reporting staff, and operational business partners, and oversee and lead long-term benefits projects.

An appropriate combination of education and experience that has provided the required knowledge, skills, and abilities is qualifying. A typical way of obtaining the required qualifications is:
Education: A Bachelor’s degree from an accredited college or university, in an appropriate discipline, such as human resources, labor relations, organizational development, public or business administration or closely related field. A Master's degree is desirable. (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with the application.)
Experience: Five years of complex journey-level experience administering two or more human resources disciplines, of increasingly responsible, recent, verifiable, relevant experience. Preference given to candidates with direct complex benefit program and staff management experience, including CalPERS or similar public employment defined benefit program administration.
A current PHR, SPHR, SHRM-CP, SHRM-SCP, CEBS, CBP or equivalent subject matter certification is a plus.
License/Certificate: Possession of a valid California Class C Driver’s License and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the supervision and direction of the Assistant Director, specific tasks and duties include, but are not limited to, the following:
Benefits Program Management and Administration
Work with the HR team, Finance and agency leadership to manage benefit programs that meet executive directives, staff agreements, policy, and all applicable regulation
Program oversight of all health and welfare insurance and program design, broker and carrier procurement, broker and carrier relations, plan and enrollment auditing, invoice processing, coordination of program execution between HR, payroll and accounting, program management troubleshooting and problem-solving
Execution of carrier enrollments and all internal HR and benefits systems enrollments and data management, auditing of enrollments
Health and welfare program process mapping, service level agreement oversight, internal and external compliance oversight
Program materials design and creation, agency intranet employee benefit site design and upkeep
Annual open enrollment management including broker, carrier, and employee actions and events, including overseeing all annual change management in HR and payroll
Relationship Management and Compliance Oversight
Act as a lead contact for MTC’s benefits programs: CalPERS pension and medical benefit programs, MTC/ABAG Retiree program management
Act as liaison for internal and external parties on behalf of the agency, retirees, and employees for continued program management, procurement, contract negotiation, claims review and management, and process implementation and adherence
Create, evaluate, and maintain benefits program processes to ensure successful Service Level Agreement (SLA), compliance (local, state, federal, agency, policy), documentation, reporting, auditing, and database management
Act as subject matter expert and troubleshoot agency, retiree, and employee issues
HR Team Strategic Planning Participation
Participate with HR teammates and managers on agency and program long-range planning and program continuity
Know and correctly represent all HR team functions and programs
Manage annual calendaring and daily operations within the priorities set by the team and the agency leadership
Coordinate communications design and execution with other team functions and per team branding protocols
Act as the agency benefits subject matter expert
Assist with staff evaluations and analysis
Participate in staff education and development
Oversee full lifecycle project management for benefits-related projects
Collaborate with HR leadership and team members on analysis, design, development, implementation, and evaluation
Prioritize, set goals and milestones, adjust according to needs and demands of the agency, section, and team
Design, create, and distribute educational materials, directions, and information about all health and welfare programs, policies, and processes
Provide personalized and professional individual service to employees and staff
Maintain the strictest confidentiality and work to maintain trust of management, employees and staff
