THE COMMUNITY
Located on Texas’ celebrated Brazos River, midway between Dallas and Austin, Waco is the largest city in Central Texas. Its central location, coupled with a reputation for friendly hospitality, has made Waco famous as the “Heart of Texas.” With a population of almost 140,000, it is the 25th largest city in the state. The Waco Metropolitan Statistical Area, consisting of McLennan and Falls Counties, has an estimated population of 273,920. Waco’s economy is thriving with health care and social assistance sectors, retail trade, and educational services. Baylor University, as well as several technical and community colleges, are also major employers and the city’s tourism sector continues to be a vital part of the local economy. From mountain biking to hikes in the 400-acre Cameron Park or shopping at the magnificent Magnolia Market, Waco offers an enviable lifestyle to its residents. In addition to a thriving downtown area full of dining and shopping options, the city also offers a variety of attractions to explore, including the award-winning Cameron Park Zoo, Waco Mammoth National Monument, Dr. Pepper Museum, and the Texas Ranger Hall of Fame and Museum. Outdoor enthusiasts can enjoy 60 city parks, as well as abundant areas for biking, hiking, and rock climbing. A haven for nature lovers, the Lake Waco Wetlands offer more than 180 acres of undisturbed land set aside as a habitat mitigation area. Annual events include Bicycle World Ironman Waco 70.3 Triathlon; Brazos Nights, an outdoor concert series; and Silobration, a multiday party with a midway, artisan vendors, and concerts, hosted by Magnolia Market’s Chip and Joanna Gaines.
GOVERNANCE AND ORGANIZATION
Waco is a home rule city that operates under a council manager form of government. The City Council is comprised of six elected members—five from single-member districts and a mayor who is elected at large. All are elected for two year terms. The City Council is responsible for setting the tax rate, approving the budget, appointing members to City boards and commissions, and enacting ordinances. The City Manager, City Attorney, City Secretary, and the Municipal Court Judge are appointed by the City Council. The City has a strong Financial Management Policy that guides the operation and delivery of quality City services, contributes to excellent AA+ and Aa1 bond ratings, and maintains an unassigned fund balance reserve in the General Fund equal to 28% of current year budgeted expenditures. The City of Waco
has more than 1,600 employees and a total operating budget of over $400 million. The ad valorem tax rate is $0.77632 per $100 of valuation.
