Established in 1985 and headquartered in Sacramento, CPS HR Consulting is a self-supporting public agency providing a full range of integrated HR solutions to government and nonprofit clients across the country. Our strategic approach to increasing the effectiveness of human resources results in improved organizational performance for our clients. We have deep expertise and an unmatched perspective in guiding our clients in the areas of organizational strategy, recruitment and selection, classification and compensation, as well as training and development. In addition to our Sacramento headquarters, CPS HR maintains offices in Austin, TX, Littleton, CO, and Orange County, CA. Our 85+ full time employees and 200+ project consultants serve more than 1,200 public and nonprofit clients throughout the United States and Canada.

CPS HR is governed by a seven-member Board of Directors, who represent a diverse group of public agencies, and provide leadership, stewardship, and guidance in helping CPS HR to achieve its mission and goals. Our senior leadership team is headed by CEO, Jerry Greenwell, who has held this position since 2004 and possesses more than 30 years of experience in the public human and social services fields. Epitomizing the dedication of our workforce, the CPS HR senior leadership team brings more than one hundred years of combined CPS HR experience to the table.
